Describe the bug

On the Polygon V3 market, EURS and MAI are close to or have reached reached the max borrow cap which has surfaced several issues on the dashboard and reserve pages:

• Borrow buttons on dashboard and reserve page is not disabled
• Borrow cap isn't factored into available borrows on dashboard and reserve page
• Negative available liquidity on reserve page header
